Victoria is worried, though she'll never admit it, and sends provisions down to the slums as a sneaky way to get a man down there to gather information. It doesn't exactly raise comment--philanthropic works ought to be part of every lady's social calendar, but it would be too much to hope that her actions would go unnoticed by her sometime allies.
